MINUTES OF QARC MEETING 15MAY2023 President Dave VE3OX opened the meeting at 7:09 with a welcome to those in the hall and those on Zoom, with 22 members in the hall and 4 on Zoom for a total of 26 attending the meeting. Executive attending: President Dave VE3OX, Vice President Cameron VE3GVG, Secretary Bob VE3QWB, Director at Large Dennis VA3DWK There was no information on any recent Silent Keys. Dave asked for approval of the minutes and treasurers report from the April meeting. Motion by Bob VE3QWB to accept the minutes of the April meeting as printed in the newsletter. Seconded by Gary VA3GPK. Carried Motion by Bob VE3QWB to accept the treasurer's report as printed in the newsletter. Seconded by Peter VE3UR. Carried Then Dave turned the meeting over to Tim VE3UO ( because traditionally the Past President is the chair of the nominations committee ) to run the annual election. Tim asked for a motion to open the elections portion of the meeting. Motion by Hans VE3OR. Seconded by Attila VE3KAS. Carried Tim said he has received no volunteers or nominations for President, Vice President, Secretary, Treasurer or Director at Large. After several discussions the following volunteered: Dave Ackerman VE3OX will continue on as President Cameron Hall VE3GVG will continue on as Vice President Dennis Kinnear VA3DWK will take on the position of Secretary Attila Kostya VE3KAS is willing to take on the position of Treasurer Matthew Dwight VE3FL will take on the position of Director At Large Tim asked for a motion to close the elections portion of the meeting. There will not be an official meeting in June, instead we will be holding our annual Trunk Sale in the parking lot beside the Sea Cadets Hall, tentatively planned to start at 6:30 PM with the final details to be in the June newsletter. MINUTES OF QARC MEETING 17APR2023 President Dave VE3OX opened the meeting at 7:08pm and welcomed those in the hall and on Zoom. Silent Keys: Dave mentioned Richard Shettell VE3KFN. Rick was a long time member of the Trenton AR Club. He was a member of QARC for a few years after the CFB club folded. Nobody had info on any other SKs, so we had a moment of silence in honour of Richard. Approval of the minutes from March meeting. Motion by Bob VE3QWB to accept minutes of the March meeting as printed in the recent newsletter. Seconded by Gary VA3GPK. Carried. Our treasurer Allan is not at the meeting so we have no treasurer's report. Repeater updates: VE3QAR. We are still looking for a new location. The Sea Cadet building is still an option, but a repeater operating here might limit the use of the UHF band for the Cadets. VE3RTR. Xplore internet was installed last Wednesday. Hookup was completed on Saturday.Brian VE3HQR says it is working fine. VE3KFR. Still has low power output. Brian VE3HQR has an amplifier at home but Will VA3JWO said there might be a problem. Work continues. VE3TJU. The county will be selling the site, no details available yet, but the Prince Edward Radio Club might have to move the repeater. Elections in May. Tim VE3UO, being the current Past President, is chair of the nominations committee for club elections next month. He said we will be looking for a new president and a new secretary, maybe other executives as well. Current President Dave VE3OX and Secretary Bob VE3QWB are stepping down but will mentor the new President and Secretary. Anyone who wants to help by volunteering themselves or nominate someone else to have their names stand in the election, contact Tim or any of the directors. Field Day. Bob VA3ACE is working on permission to hold field day at CFB Mountain View, hopefully this year and next. Bob was on Zoom and informed us he was told there is a unit that uses the base on weekends so thanks for the interest, but we can not use it. Dave will contact the car club. http://field-day.arrl.org/ After the field day event, RAC will be holding it's Canada Day Contest. https://www.rac.ca/ Buffalo Aircraft event update. Dave sent an email to the Air Museum in Trenton http://airforcemuseum.ca/eng/ about setting up for the event and testing. Club members will be using the Buffalo aircraft's antenna on July 22 and special event callsign VC3BUFF456 Tomorrow, April 18, is World Amateur Radio Day. There should be lots of activities on HF bands. RAC is planning special event stations in all provinces and territories. There will also be a station VA3RHQ operating from RAC headquarters. Gary VA3GPK volunteered to sell 50/50 tickets. The winner of $ 22 was Dave VE3OX. Congratulations Dave and thanks Gary. It's been a long time since we held one of these draws. Dave then asked Don Shears VE3UHO to talk about the project he had for Show&Tell, a Dim Bulb Tester. He refurbishes old radios and built it to test them, including one that had no fuses in it. Thanks Don, that was interesting. Then Dave asked Matthew VE3ZQW to give us an update on the Sea Cadets regarding amateur radio. Matthew started by thanking the club for helping with the Fern Blodgett Sunde statue rededication in Cobourg on April 2, 2023 https://youtu.be/Dio2qcm-PrA. Some of her family came from Norway for the event. Some cadets were on the air and made 32 contacts including Tennessee and Georgia. They have since received a Thank You from the town of Cobourg for participating. He went on to mention there are now eleven cadet amateur stations across Canada and there are 70 students in their current course which is about to end, they will be taking their tests soon. Training for all Canadian Sea Cadets is being revamped and Amateur Radio will become part of it. Thanks Matthew for bringing us up-to-date and supporting Amateur Radio. Dave said that was the end of his agenda, did anyone have anything they wanted to bring up. Silent Key - Richard Shettell VE3KFN
Rick was more involved with the Trenton clubs in the past, but I believe he did join QARC at one point. .. Tim SHETTELL, Richard… Passed away peacefully at home on Monday, April 3rd, 2023 at the age of 76. Beloved husband of the late Rita Shettell for 32 beautiful years. Dear son of the late Leo & Marion Shettell (née Mariner) and brother of Anthony and Susan. Cherished father of Christopher, Joseph and the late Michael. Richard will be truly missed by extended family, neighbours and many friends. Keeping with Richard’s wishes, cremation has taken place. A Graveside Service will take place at St. James Roman Catholic Cemetery, Belleville on Tuesday, May 16th, 2023 at 2 PM. MINUTES OF QARC MEETING 20 MARCH 2023 Due to technical difficulties with the Zoom setup, President Dave couldn't start the meeting until 7:15 pm. He started with a welcome to folks at the Sea Cadets hall and those on Zoom. Dave had no news of any Silent Keys, and neither did anyone else. Secretary Bob VE3QWB made a motion to accept the minutes of the last meeting, as published in the last newsletter. Seconded by Brian VA3BRW. Carried Treasurer Allan VE3XQV was not present, so Dave VE3OX made a motion to accept the treasurer's report, as published in the last newsletter. Seconded by Bob VE3QWB. Carried Field day this year is 24 and 25 June. The car club is willing to rent their area to us again this year, if we decide to be there. No decision is required tonight, but Dave asked folks to contact any of the executive if they have any other location suggestions. For info see http://www.arrl.org/field-day As mentioned last month, and further to Phil's Zoom presentation, the local Buffalo aircraft activation on-air event will be on 22 July, at the air museum in Trenton. Dave VE3OX and Tim VE3UO had a Zoom meeting with the museum and Phil (who gave a presentation on the event last month) gave instructions. The museum has 4 or 5 retired aircraft technicians that will hook up the aircraft's antenna to our radio. We have permission to operate the radio inside the aircraft. At 4:08 pm today, Tim received confirmation our special call-sign for the event has been approved. Repeater reports: Picton repeater TJU has an antenna connector problem, so temporarily it is using another antenna, a Ringo Ranger, half way down the tower, so coverage is not as good. Brian VE3HQR reported a problem with the VE3RTR repeater. Barry VE3BLM has loaned his Bell Hub from his cottage. He will be opening the cottage soon and will need it back. Brian VE3HQR is working on an xplornet service. Also, something has gone wrong with the PA on the VE3KFR VHF repeater. The power output is very low. Dave VE3OX reported both Belleville repeaters are working ok. Dave then talked about club activities, fox hunts and summer dinners instead of meetings in July and August, maybe pick a restaurant, and maybe some Saturday or Sunday have a fox hunt, if there is any interest. There will be more conversations in the future. Bob VE3QWB reminded members our club will be holding elections at the May 15 meeting and he will not be running for director/secretary, someone else will have to take over the position. Dave said that three years ago he said he was ready to step down from being President. Tim VE3UO said as the Past President he will be chair of the nominating committee and although Bob and Dave are stepping down, he believes they will mentor and help the new directors. Anyone wishing to have their name stand to be a director or have suggestions, are asked to contact any of the executive or Tim. There usually isn’t a formal meeting in June, as we have the trunk sale, the new executive term starts July 1st, but we usually don’t hold any official meetings during July and August. At 8:02 Dave said that was the end of his agenda, the coffee and snacks were ready and ended the meeting. Thanks to John VA3JO and Dave VE3OX's XYL Leona for the coffee and snacks. MINUTES OF QARC MEETING 20 FEB 2023 EXECUTIVE ATTENDING: Director President Dave Ackerman VE3OX Director Vice-President Cameron Hall VE3GVG Director Secretary Bob Moore VE3QWB Director (At Large) Dennis Kinnear VA3DWK Total members attending and on Zoom: 32 President Dave VE3OX opened the meeting at 7:03 pm by welcoming everyone, those in person and those on Zoom, including our presenter tonight, Phillip Tanner, VA7XOZ, on Zoom, from Comox, British Columbia, a member of the Comox Valley Amateur Radio Club. Dave turned the meeting over to Phillip, saying we would hold our club business meeting later. Phillip started off by saying he has planned a special event on 22 July 2023 to celebrate the retirement of the Search and Rescue Royal Canadian Air Force CC115 Buffalo aircraft. Although he has not made a video about this special event yet, he has posted a video about building his buff box: https://tinyurl.com/2p8v932y . There are Buffalo aircraft parked at museums in Comox, Winnipeg, Trenton and Summerside PEI and maybe one coming in Ottawa. Phil has approval from the military to have amateur radio operators near the aircraft to hook up to their antennas that stretch from above the cockpit to the tail, either from inside or outside the aircraft, depending on the weather. His plan includes a special call sign for each aircraft, using the tail number as part of the callsign. The one in Trenton would be VC3BUFF456 as 456 is the tail number. Phil will be sharing his findings about how to make antenna connections. The planes have had their equipment removed, so amateurs would use their own power supplies and radios. He hopes for aircraft to aircraft comms, maybe even BC to PEI directly. There might be a problem with planes facing different directions resulting in no plane to plane comms. But being a special event with each plane having it's own callsign, the event could include all other contacts. There will be more information in the future, including frequency plan. Phillip was done his presentation at 7:33, we had a few discussions about the presentation and at 7:39 we took a break before the business part of the meeting. Dave started the meeting again at 8:03 by thanking Christine VA3CSW and John VA3JO for drinks and snacks, and mentioned that his XYL Leona sent the baking and Happy Birthday to John. The club appreciates their efforts. Dave then asked if anyone had information re Silent Keys. Nobody did. Approval of the minutes from January. Secretary Bob VE3QWB made a motion to accept the minutes of the January meeting as printed in the newsletter. Seconded by Matthew VE3FL Carried Approval of the treasurer report. Treasurer Allan VE3XQV was not present, so Dave made a motion to accept the treasurer's report as printed in the last newsletter. Seconded by Bob VE3QWB. Carried. Correspondence. Bob VE3QWB advised we have received the insurance paperwork from RAC. If anyone wants a copy, contact Bob. Approval of motion to change bylaws. As per last month's meeting, Tim VE3UO when informed us he was going to make a motion to change the club's bylaw regarding what is needed to form a quorum for official meetings. The current bylaw states: At the first meeting of the fiscal year, in addition to any other business that may be transacted, the report of the directors, the financial statement and the report of the auditors shall be presented. The members may consider and transact any business either special or general at any meeting of the members. The Board of Directors or the president or vice-president shall have power to call at any time, a general meeting of the members of the Corporation. The Board of Directors shall call a special general meeting of members on written requisition of members carrying not less than 5% of the voting rights. 15% of the membership present in person at a meeting plus the presence of 3 of the Directors will constitute a quorum. Bob Changes to the RAC Email Alias/Forwarding System Modifications apportées au système d’adresses alias/de réacheminement des courriels de RAC https://www.rac.ca/changes-to-the-rac-email-alias-forwarding-system/ February 15, 2023 – For immediate release: As previously reported, in January many RAC members whose email addresses used the format “callsign@...” experienced problems sending and receiving emails. Thankfully, our IT volunteers were able to resolve the issue, but we had to make significant changes to the system to be compatible with internet, web hosting and cloud service providers in order to prevent future outages. The result is that we need to be able to separate the email addresses of RAC officials, staff and volunteers from those of our members. In order to achieve this: RAC members will switch to “callsign@...” RAC officials and volunteers (“corporate users”) will continue to use “callsign@...” Both the “callsign@...” and the “callsign@...” email addresses will work simultaneously until Sunday, May 15 to give RAC members time to update their user information on any websites and subscriptions We understand that this is a big change and it is definitely not one we take lightly, but it is a necessary step to ensure that we continue the important work in support of Amateur Radio in Canada and internationally. We appreciate your understanding and continued support. Silent Keys: Nancy Papper, wife of SK Mike Papper VE3OX, a long time member and executive of QARC. No other SK's mentioned. We observed a moment of silence in memory of Nancy. Dave said he had been going through the club member list and reports that this is the 70th year that Cliff VE3CAF has been licensed, and presented him with a customised name tag with the number 70 on it to recognise his milestone, as well as the QARC 75th anniversary. Dave then introduced a guest on his first visit to the club, Eric Buss from Campbellford VA3DOO, who said he has been on different bands since 2006. Approval of the minutes from November 2022, as posted in the latest club newsletter, there was no official meeting in December. Moved by secretary Bob VE3QWB, Seconded by Brian VA3BRW Carried Approval of the treasurer report as posted in the latest club newsletter. Moved by treasurer Allan VE3XQV Seconded by Brian VE3GI. Allan said the recent changes were two funeral home in-memorium donations and the club's annual RAC insurance premium, $748.56 Carried 75th Anniversary name tags. Anyone wanting one, paid for by the club, contact Tim VE3UO. Field Day There was a discussion on possible locations of where to hold the event in June this year. This will be discussed more next month. New Business: Notice of Motion at the Feb. 2023 meeting, to change the club Constitution regarding a quorum for meetings. Tim VE3UO informed us, as per club constitution, he is giving notice that at the next meeting he will be making a motion to change the requirements for a quorum at meetings. The motion will read: Proposed Change to Constitution Regarding a Quorum at Meetings. In the past there have been meetings in which we were unable to meet the requirements of a quorum. The proposal is to abolish the requirement for three of the five elected Directors to be present, and to simply have a requirement for 25% of the membership to be present at a meeting. This is in line with the Prince Edward Radio Club requirement for a quorum at their monthly meetings.Our Constitution requires a Notice of Motion to change the Constitution at a monthly meeting of members, and to be voted on at the following month's meeting. So, the Notice is hereby presented at this month's meeting; and will be voted on at the February 20th 2023 meeting. The actual proposed wording is as follows: 31. At the first meeting of the fiscal year, in addition to any other business that may be transacted, the report of the directors, the financial statement and the report of the auditors shall be presented. We don’t use NVIS very often, and to verify you can operate successfully, you need some test stations within a couple of hundred miles. So we thought we’d invite Ontario Amateur Radio Clubs and ARES teams to participate in an exercise. We can all test out our NVIS configurations and get an idea of what the range of NVIS actually is. We plan on being on the air from 2 PM to 5 PM and our planned 40 meter phone frequencies are (subject to conditions): 7.225 MHz - primary 7.190 MHz - secondary 7.270 MHz - tertiary As part of the check-in process, we will ask for 2 pieces of information: 1. Your rough assessment of net control’s transmission quality: Poor, OK, Good 2. Your location We hope to get this information onto a map somehow, and publish it on the LARC.ca website. MINUTES OF QARC MEETING MONDAY NOV 21 2022 Directors attending: Director President Dave Ackerman VE3UGT Director Vice-President Cameron Hall VE3GVG Director Secretary Bob Moore VE3QWB Director Treasurer Allan Twamley VE3XQV Director (At Large) Dennis Kinnear VA3DWK (via Zoom) Attendance: 21 in the hall, 9 on Zoom for a total of 30. President Dave started the meeting a few minutes after 7pm by welcoming folks to the in-person meeting at the Belleville Sea Cadets building and to others on Zoom. He then asked if anyone had any information on new Silent Keys, but nobody did. He asked for a motion to accept the minutes of the last meeting as printed in the newsletter. Motion by Secretary Bob Moore VE3QWB. Seconded by Brian Williams VA3BRW Carried Dave then asked for a motion to accept the treasurer's report as printed in the newsletter. Motion by Treasurer Allan Twamley VE3XQV Seconded by Brian Williams VA3BRW. Carried Dave then informed us the bill for our RAC club affiliation and insurance is $ 748.56. The amount is based on how many members we have, 78, and the fact that 26 of them do not belong to RAC ( they pay an extra $10 to QARC but QARC has to pay RAC $13 each ) Motion to pay the bill by Bob VE3QWB, saying it was worth it to have the insurance coverage for QARC and it's members. Seconded by Allan VE3XQV. Carried The next item on the agenda is the need for volunteers for communications at the Campbellford Santa Claus parade this Saturday Nov. 26. Helpers are asked to be at the high school by 1pm, parade starts at 2pm. After the parade helpers are invited to go to the Riverview Restaurant. Dave asked for suggestions on where to hold our Christmas get-together. Several places were mentioned, with no decision made. Christmas in July was also suggested. Dave suggested someone pick a restaurant and send an invite to the email group. He had checked with the Dugout, but they wouldn’t take a reservation unless we had a confirmed number and a date. At the October meeting Dave asked how many were interested, only about 3 or 4 were. Although Queen Victoria school is still open, it's days are numbered, maybe a year before it is closed, the new building is being built. We need leads on locations to consider to move our repeater to. Dave asked members to keep their eyes open, contact Dave if you have any suggestions. We would also need contact person information. The old TAS building at Bridge St and Coleman St is now a pub, the tower is still there, but no information about the tower staying there. Matthew Batten VE3ZQW said they were looking into putting up a tower at the Sea Cadets building, power and Internet would be available. Since local bylaws etc have yet to be looked into, this suggestion will be kept in mind. Tim VE3UO informed us he has some 5 volt power supplies donated to the club. He is not sure what use they might be to the amateur world, but if anyone is interested, contact Tim. Bob VE3QWB said for the attention of anyone with a digital scanner, they may have noticed the OPP channels are getting quiet. The reason is they are switching over to the new encrypted system, also more comms are being done over the mobile data terminals in the cruisers. All comms should be moved to the new system sometime in 2023. We took a break at 7:40. Thanks to John Howieson VA3JO, for the drinks and snacks. After the break, Matthew Batten, VE3ZQW, of Belleville Sea Cadets, gave a presentation on how he has been bringing amateur radio into the world of sea cadets in Belleville, and explained how it has spread in Ontario and Canada, and how he has been tasked with the larger scope of what he has been doing locally.
